This adds basic support for APIs that require registration such as DeviceMesh and _functional_collectives.
This hasn't been tested with any downstream libraries that use DeviceMesh such as FSDPv2. It is intended to be compatible with https://github.com/pytorch/pytorch/blob/443472b1cabac7758e59af7d80c25f99f3ec0fbd/torch/distributed/fsdp/_init_utils.py#L162
