Problem
In the section "Building static web resources" in
INSTALL.md, running the command./script/compile_resources.sh, as suggested in the instruction, causes this error.Solution
Following the section "Translations" first will solve the error since it creates the files needed.
Therefore, I updated the README so the readers will follow the translation section first.
