Migration notes for index builders (relaton)

The per-flavor identifier base namespaces were removed in this release by the flavor-handle unification (#268): Pubid::<Flavor>::Identifiers::Base no longer exists. Every flavor now unifies on Pubid::<Flavor>::Identifier (e.g. Pubid::Iho::Identifier) — that constant is:

• the deserialization root to pass as pubid_class: to index builders (Relaton::Index and the fetchers),
• the type to key is_a? serialization checks on,
• the from_hash / _type: dispatch entry (works for module-pattern flavors too).

Naming the removed constants raises NameError at index load, and serializing against them produces empty id hashes. The relaton repos pin the canonical handles with regression guards (relaton-iho-keys pubid_identifier_spec.rb).
