Cut so the adopter estate can run its C# port on a PUBLISHED artifact, which
design goal 1 requires and which was impossible before this: rc.3 predates
1505aad86, so the published C# CLI could not read `libraries` from
.metaobjects/config.json and could not load the estate's model at all.
Carries 1505aad86 (the libraries fix) plus the six defects the C# port surfaced
— estate FINDINGS F13-F18. Two of those add runtime types the generated code
calls (ConstraintErrors, Iso8601TimestampConverter), so the runtime half had to
ship before the estate could consume the generated tree from a package.
Per ADR-0035 a lagging registry is INFORMATION, not drift: one port changed, so
one registry publishes, and rc.2/rc.4 are skipped on the NuGet line.
