Fixes

• Test stability: Fixed a MySQL-timing flake in TestFault_PollSizingErr. The faultPollSizingErr
  fault is now armed sticky rather than one-shot, so the background timerLoop's own poll can no longer
  consume the fault before the test's explicit poll — the poll reliably clamps to the near-term
  error-retry interval instead of occasionally sleeping the full maxPollInterval.
