devcontainer missing azure-cli error

We've been tracking the most recent devcontainers/base image for our devcontainer base.

That recently upgraded to Debian trixie:
devcontainers/images@f35d505

We also pull the docker-out-of-docker feature into our devcontainer.

That pulls in azure-cli, which doesn't have a trixie package yet so the build errors with this message:

3.279 E: The repository 'https://packages.microsoft.com/repos/azure-cli trixie Release' does not have a Release file.
