ci - add release please configuration #636
Description
similar to microsoft/OpenAPI.NET#2048
The triggers for ADO will need to be updated to trigger on tags instead, and to update the GitHub release instead of creating it.
The setup will need to account for a preview version on the main branch, and also trigger on the support/v1 branch.
