security - use teams for permissions and update the code owners

setup similar to https://github.com/microsoft/kiota/blob/main/.github/CODEOWNERS, individual assignments in the permissions of the repo or in the code owners should be avoided for security reasons.
This is something we've done in the Microsoft Graph repositories almost 2 years ago now.
