Allow custom port for runtests-browser

Currently, Network.serverRoot in harness.ts is hardcoded to use port 8888. We should have a way of getting the port that webTestServer.ts is actually using.
webTestResults.html also uses hardcoded ports.

We decided not to allow a custom port. See #9985.
