A fresh
npm ion our repo currently results in a type error while parsing our gulp file, since DT was changed to use gulp 4 types as the default. By fixing the version to3, we fix this. For good measure, I also fixed gulp itself to 3.X to try to avoid breakage when v4 inevitably releases.Fixes #16775.
