tags/v2.10.18 needs PR !1462

I meet this error when build tags/v2.10.18.

Maybe [!1462](https://github.com/microsoft/cpprestsdk/pull/1462) can solve this error.

machine: [Ubuntu 22.04](https://hub.docker.com/layers/library/ubuntu/22.04/images/sha256-817cfe4672284dcbfee885b1a66094fd907630d610cab329114d036716be49ba) on WSL2.
