Mouse scroll wheel does not scroll

Problem Description

If I use my mouse wheel to scroll, it does not work on the Gallery (preview). Nor on my app on 0.80 preview 6. This seems like a recent regression.

Steps To Reproduce

1. Open Gallery (preview) app
2. Use your mouse wheel to scroll main view (or any page)

Expected Results

Mouse wheel scrolls

Maybe review the set of recent ScrollView changes?

I tried rolling back to an earlier 0.80 preview, still repros.
