Automate generating enterprise policy keys

Similar to how in vs code core the policy configuration files are auto-generated, we should auto generate this table in the Enterprise docs for each release of VS Code

For API reference, we update the build commit ID and version in vscode-docs/api/references/vscode-api.template at main · microsoft/vscode-docs. This is then used in the docs/website build process to generate the actual ref docs.
