More namespacing in configuration options

E.g., instead of python.linting.pylintArgs, have python.linting.pylint.args.

If we're going to change it then we might as well make it even simpler configuration:

python.linting.linters = [
    {"type": "pylint", "args": [], "enabled": true},
    {"type": "flake8", "args": [], "enabled": true}
]

• args is optional with a default value of []
• enabled is optional (default value is true)
• type is an enum (strongly typed, similar to what we do with formatters and debug options today).
  etc...

This way if we add a new linter (e.g. our own custom linter) we don't need to add any new configuration sections, instead just add a new enum item.

I'd assume this would be easier to document as well.

One problem with these complex approach, is the fact that the settings UI cannot be used.

Right, forgot they were working on that. So that may send us back to my original proposal of e.g. python.linting.pylint.args.
