Have a `Select formatter` command

We should've a select formatter for formatters command just like we've for Linters.

I think the better approach is to use the VSC API, see here #5121

I.e. register multiple formatters with VSC, VSC will display the necessary prompts.

The Experience

To try and set up the formatter, the first thing I thought to do was to search "formatter" in the quick command bar (Ctrl+Shft+P). This works well with the linter, as there is a select linter command.

As a bonus, the command also will show which linter is enabled.

For "formatter" there were no results. So the next thing I tried was to go to settings (UI) through Ctrl+,. Searching "formatter" gives some results. The first one "Editor: Default Formatter" looks promising. However, clicking on the dropdown reveals

that this is not the setting we were looking for. Searching "python format" in same place finally showed the setting we wanted (and highlighted it too).

So now I know I need just need to remember the keyword provider to change the Python formatter.
