Tooltip windows cannot be interacted with #1373

Steps to reproduce:
- Open Cisco Packet Tracer (or any application with tooltip windows)
- On Cisco Packet Tracer, switch to simulation mode
- Open the Events filter and try to interact with the filters window

Expected behavior:
Be able to interact with those windows like any others (like warning messages for example)
Actual behavior:
The tooltip windows are opened in the foreground but cannot be interacted with. Any clicks are redirected to the main window behind.
Only keyboard inputs can be used
