New Registered Models: MimiCIAM, MimiNICE, MimiDICE2016

Get MimiCIAM and MimiNICE onto the standard API and then add them to the registry. Current status is as follows:

MimiCIAM

• make repo into a package
• add standard functions including get_model()
• add to registry

MimiNICE

• make repo into a package
• add standard functions including get_model()
