The initial revision of commitlint-jenkins.
Make the commitlint-jenkins project commitizen-friendly. Users of commitizen may use git cz instead of git commit for easier commit convention onboarding and easier commit message construction!
Add semantic-release dependency and configuration.

@commitlint/travis-cli, which runscommitlinton the commits in the PR but only functions on Travis.It tests itself implicitly!
