Window queries and a topic index.

• mem_recent(days=3, limit=50): newest cold entries from the last N calendar days (today included).
• mem_by_tag(tag, limit=20): exact case-insensitive tag match; '-' selects untagged entries.
• mem_by_date(from, to, limit=50): closed local-date range with validation.
• mem_recall now takes mode=and|or (default and, backwards compatible).
• hot.md gains a topic index block (topic|YYYY-MM) excluded from the body character budget; mem_hot_get / mem_hot_set / mem_stats expose it.
• All new tools are read-only and never modify cold-layer entries.
• Documented retrieval fallback order: mem_recent(3) -> topic index -> mem_by_date -> mem_recall.
