Haps v0.1.20

Windows GUI packages can now add per-user Start menu shortcuts and app-link handlers through package metadata. Haps checks ownership before changing either, preserves existing handlers, and restores integration if installation fails.

Windows metadata remains readable by older Haps clients, so adding Windows packages keeps existing macOS and Linux catalog lookup working.

Includes publishing documentation and native Windows lifecycle coverage. The release bundles htree and git-remote-htree on all five desktop targets.
