v0.1.2: Refactor SCIM user attribute update; expand test coverage

Refactor scim_update_user_attribute to support optional user_id, defaulting to the bound user if not provided, and improve error handling. Update docstring for clarity. Add and expand tests in live, smoke, and unit test suites to cover both explicit and bound user_id usage, SCIM version payloads, and error cases.
