Add an Agents page to the web client: a per-agent breakdown with registry/CLI/setup health, routine and model rollups, recent success rate, p50 duration and last activity — reachable from the nav, g a, and the command palette.

Show an overspent SLO error budget as 0% left instead of a negative share; the EXHAUSTED status and burn rates already carry the overspend.

Add an SLO error-budget panel to the Reliability page of the web client: pick a success-rate target (saved per browser) and see each routine's 7-day budget left, failures against the allowance, and 24h/7d burn rates, with exhausted and fast-burning routines first and a BUDGET EXHAUSTED stat card.
