Goal: Provide a minimal compliance kit other implementations can run to self-certify against RDCP v1.x.\n\nScope\n- Test vectors/fixtures for requests and responses\n- Expected results and error codes\n- Simple runner instructions (language-agnostic)\n- Version the kit per protocol version\n\nAcceptance Criteria\n- kit/v1/* committed with fixtures and README\n- Clear instructions for running against any implementation\n- CI checks kit structure and JSON validity
