This PR updates our recommended extension's development extensions to remove
tslintand addeslint. This should hopefully reduce some of the reformatting changes that were occurring (you might need to remove thetslintextension manually if it's already installed).See https://code.visualstudio.com/docs/editor/extension-gallery#_workspace-recommended-extensions for more info on this file.
