Took me a while to figure out why this happened, but essentially it was a timing problem between the merge-up workflow that merges changes from v1.21 to v2.1 and the release workflow. This resulted in the update commit being marked as merge using strategy=ours before the merge-up PR was merged, so the changes were ignored. I've created #1887 to re-introduce the changes to v2.1 and we'll release a fixed 2.1.4 version once we're done. Thank you for bringing this to our attention!
