Steps to Reproduce

1. Compile and run the following test case

{
    public static int Main(string[] args)
    {
        var action = ((Action<Int32>)Delegate.CreateDelegate(typeof(Action<Int32>), new Foo(), typeof(Foo).GetMethod("Bar")));
        action(2);
        return 0;
    }
    public void Bar(Enum22 e)
    {
        System.Console.WriteLine(e);
    }

    public enum Enum22
    {
        none,
        one,
        two
    }
}

Current Behavior

System.ArgumentException: method arguments are incompatible
