Make l10n_check command keep content surrounding l10n blocks #3

Currently the l10n_check commands parses out all the l10n blocks and blows away all the content outside of them in a localized template. If the localized template has other stuff outside the l10n blocks, it needs to keep it and only update the l10n blocks instead of rewriting the whole file.
