Having to modify application's code to configure whether to use
localtimeorgmtimeis sub-optimal. This patch adds a top-levelconfiguration option,
utcDateTimes, to allow choosing which one touse from the configuration source.
The other commit removes a useless
useline that produced a circulardependency that prevented
::PatternLayoutfrom being loaded on itsown (for subclassing, for example).
