SolarLens v3.0.1

A fix to how a deploy tells the owner about the relay laptops. Nothing changes
on the dashboard; the guide's What is new card is now titled by the release
line, 3.0, rather than by this fix.

Fixed

• The deploy's relay note sees every commit a merge brings. It compared
  the newest commit with the one before it, but "Rebase and merge" brings a
  pull request's commits to main in one push - so the 3.0.0 deploy,
  twenty-seven commits, said nothing about the relay's setup changing in an
  early one.
  It now compares with the commit the version serving before the deploy was
  built from - each deploy records its commit on the Worker version it makes,
  so this holds after a rollback or a re-run too - or the last release tag for
  a version from before that, and lists only the files that run on the relay
  laptops. 3.0.0 changed scripts/setup-relay.ps1, so a relay laptop
  set up before it should run setup-solarlens-relay.cmd once more.
