simplify CMAkeListe.txt for tours and save some space by not installing any *_en.qm files

Should go to 3.5.1 (so to 3.x after release of 3.5.0), when (actually just before!) translation updates get enabled again at the latest (won't harm in 3.5RC or final either though), and to master, it should apply cleanly to either branch.
