maven has not released in years and it doesn't work with any modern jdk. Using github releases. Moved all data over to match. Note, we have not picked this up on sites in some time.

We have not supported changes.xml in some time. Maven really has not either. While they still update it from time to time, no work has been done that indicates they plan to support for maven 4 and it has not worked since I believe java 15. Regardless, we are on github and releases replaces this. I've taken what is here and applied to all the tagged releases already so data is not lost. I've further kept a translated local copy of this in case its wanted but believe at this point we just use github releases as we have been doing on the other projects. This file existence only caught my eye when recently updated as I thought we deleted them all.
