Screenshot 2022-11-30 at 16-28-31 Tracking the UK’s journey towards carbon zero

Fixes #400.

  • Replaces all references of "Climate Action Plan Explorer" with "CAPE" – apart from the alt text on a screenshot of the old site.
  • Adds tagline to the site header

I’ve left the reference to the old name in the alt text of the
screenshot on the Net Zero Local Hero page, as it’s a screenshot of the
site at the point that it _was_ called the Climate Action Plan Explorer.

May be a sequencing thing, but if also updating the mysociety repo, need to adjust the bottom of https://github.com/mysociety/caps/blob/master/.github/workflows/mirror.yml

I also cleared up the outdated .site-header/.site-subheader distinction
in _site-header.scss as we don’t have a subheader any more.

Part of #400.
Now that the old CEUK header has gone, it makes little sense to have
the side header extend to the edges of the viewport on wide screens.
So now it clamps at 1140px maximum, just like the rest of the content
on the site.
