The updater used to stop after five total reboots, even when providers were still making verified progress. It now limits consecutive reboot barriers without verified progress and keeps going when completed phases or verified update counts change. Repeated no-progress states still stop for attention.
649 Pester tests passed. The quality, User/SYSTEM exclusion, and published launcher upgrade gates passed. The live README bootstrap also passed both clean Windows PowerShell 5.1 scenarios: fresh install and legacy repair (workflow run).
The headless VM row parked correctly at the saved user's sign-in task; the saved-user continuation ran and cleaned up its tasks and checkpoint. The VM still returned deferred inventory because Windows Update offered KB5007651 again after two successful installs. The test guest also lacked Winget, so user-app upgrades were not tested. Overall VM result: PARTIAL. VM A: NOT RUN because its checkpoint did not reach a desktop.
