Add MSBuild task with MDP

Description

• Add new project to output MSBuild Task.
• Update azure build pipeline to pack new NuGet.
• Update PS1 to update VS extension dependents.

Motivation and Context

• Produce NuGet with MSBuild Task for MDP allowing direct consumption by VS extension.
• Work towards adding Unit Testing to MDP.
