The action is renamed from actions-ebitengine to setup-ebitengine.

• On Linux it installs the runtime libraries of the Ebitengine install guide (Ebitengine v2.10 and later are pure Go). Supported package managers: apt, dnf, pacman, apk, xbps and eopkg.
• New input dev: also install a C compiler and the headers, for cgo builds or Ebitengine before v2.10.
• New input xvfb: install Xvfb for headless runs.
• On macOS and Windows there is nothing to install.

The v0 tag keeps the old behavior.
