Why so many highlights from prevous releases?

Actually I';m a bit confused. I thought this was generated from a new addition to the napari-release-tools repo, but actually I think it's from #838. Which is confusing cause I don't know when that's called 🤔

Anyways, the important part that I touched here is the release notes themselves, not the index.

Uhm ok, reran and that file is not modified. I must have done somethign weird the first time. Now only release notes are here.

The autogenerated docs page only scrapes published release notes. You'll need to run the script, like you did. it looks like you probably did correctly
