Fix(CI): Update CI to the Zig 0.16.0 development cycle.

• removes the TODO's in examples/interpreter.zig (which could certainly be further cleaned up to be more idiomatic).
• changes the workflow files to target stable (0.15.1) and master.
• remove a use of fixedBufferStream in a test
