This pull request merges workflows for Linux and Windows into the one.

Main changes:

Using cache for the poetry
New combination for enabling and disabling OpenMP (only Ubuntu)

How about upgrading Open3d to 0.14.1 and add Python 3.9 to the matrix build?


          Unify windows and linux building and testing pipeline

Open3d v0.14.1 is on hold because for a reason the data used in the sample does not load properly.
