Custom objects have no way to edit comments via the UI

Steps to Reproduce

1. Create a custom object
2. Browse to the object and observe that there is a 'comments' group on the display showing 'None'
3. Edit the object

Expected Behavior

A comments field should appear on the custom object editing form giving me a way to enter comments.

Observed Behavior

There is no way to enter comments on the custom object editing form.
