rework of #119

i did leave out GENERIC-3COM-VLAN-MIB-1-0-1.mib since we alrdy have 1.0.7 of that.

did a testload of all changed mib dirs, no issues found so good to go.

update to exos mibs 30.7.1.1

3com/a3com51-ss9000sx.mib & extreme/extreme-base.mib both define enterprises.1916 but with different names. not the ideal way but it should not cause issues for us.

* enterasys part of netdisco#119
* extreme part of the mibs from netdisco#119
* 1 more extreme mib
* 1 more extreme mib and 1 rfc mib
* an f5 mib from netdisco#119
* xedia mibs from netdisco#119
* last mib from netdisco#119
* noticed rfc1407 is obsoleted by ds3-mib, so removed it & updated extreme/wan-trap-mib.mib
* a few notes
* mention rfc1407 removal
