NethCTI 3: qmanager_astats return queue data without privilege

**Steps to reproduce**

- execute rest api for a user
- verify that returns data also for queues for which the user does not have the permission

**Expected behavior**

To have only data about the queues for which the user has the permission

**Actual behavior**

All queues data of the user
