No Operators icon when trunks permission is not enabled

Steps to reproduce

• disable trunks permission on your profile
• login to cti and open operator panel
• click parkings and verify that you cannot return to operators

Expected behavior

The user can always open the operators panel

Actual behavior

Once the user has clicked parking he cannot return to operators
