Update Release PR script to update Helm version for files in `charts/nginx-ingress`

This issue updates our Release PR workflow to ensure files in charts/nginx-ingress have their helm chart version update correctly.

Currently we update only our version of the Ingress Controller.

Acceptance Criteria

• Release PR workflow updates the version of our helm chart for files in charts/nginx-ingress
