Create and validate operator bundle

Once the operator structure is in place, we need to create and verify the bundle. This will require modifying the boilerplate to include the correct information, and updating the make bundle command so that we don't lose the modifications.

Acceptance Criteria:

• make bundle generates valid bundle structure
• ClusterServiceVersion includes required OpenShift annotations
• Bundle passes operator-sdk bundle validate without errors
• CSV includes proper displayName, description, and provider information
• Bundle includes correct RBAC permissions for NGF operation
