Set up automated bundle generation on chart changes

Automatically regenerate operator bundles when Helm charts change so that the operator stays in sync with chart updates without manual intervention

Acceptance Criteria:

• CI/CD detects changes to charts/nginx-gateway-fabric/
• Operator bundle automatically regenerated on chart changes
• Bundle changes committed back to same PR/branch
• Process works for both feature branches and releases
• No manual intervention required for chart-operator sync
