OpenShift Support: Product Telemetry

As an NGF developer, I want to enable product telemetry for the new BUILD_OS field, so I can determine how popular different base images are so that we can better prioritize work around thia data

Acceptance Criteria:

• Product telemetry on BuildOS is collected and displayed
• Telemetry Schema is updated

Merging this PR is blocked until this PR to add Product Telemetry for Inference is merged: #4008
