What does this Pull Request accomplish?

If there are no version changes (i.e. the existing version already matched the tag being published), don't commit them.

Why should this Pull Request be merged?

Allow publish to complete correctly.

What testing has been done?

None. Will re-run publish job after submitting to see if it works.
