this is a WIP, the aim is to see whether using azure pipelines could speedup CI

EDIT: this requires azure app to be connected to this account, for which i don't have rights access; but as soon as it's enabled I can update this PR with that one: timotheecour#3 (in my fork; shows in progress port of travis to azure being run)

What is the difference between this PR and #10366, i.e. why do we have both?

from what I can tell, it doesn't do anything more than printing hello world. Apart from that it is pretty much dead in activity. In my opinion it is not worth to keep this PR open.
