GitHub has this relatively new feature that allows us to create multiple issue templates: https://blog.github.com/2018-01-25-multiple-issue-and-pull-request-templates/

I propose that we also use that feature. Bug Report, Feature Request and Question are three categories that I think we should have.
Thoughts? Other ideas?
