@notils/cli v0.6.3

No changes in this CLI itself. It fetches template source from a ref inlined at
build time, so picking up the .gitignore fix in
create-notils 0.6.2
requires a release.

notils add app now generates apps from the fixed template — .env files are
gitignored, and .env.example is tracked.
